More than 35 states protect young girls from the exploitation of secret abortions through parental involvement laws. California is not one of them. The California Supreme Court struck down the state’s parental consent law before it had a chance to go into effect, and voter initiatives for parental notification laws have been narrowly defeated after being massively outspent. In spite of these setbacks, efforts to protect minors from the exploitation of secret abortions are still being made. Assembly Member Shannon Grove (R-Bakersfield) introduced ACA 5, known as the Parental Notification, Child and Teen Safety, Stop Predators Act, which would place on the California ballot a Constitutional Amendment requiring parental notification before an abortion could be performed on a minor.
Unfortunately, California’s legislature remains firmly in the grasp of 1970s-style feminists sporting coat-hanger lapel pins, unshaken in their belief that enacting parental involvement laws will cause young girls to die by subjecting them to the wrath of abusive parents, driving them to procure “unsafe” abortions by non-legal means, or causing them to delay their abortions.
Seeking to help debunk these myths, LLDF’s legal director, Katie Short, wrote a letter to Richard Pan, chairman of the Assembly Health Committee. In the letter, she points out that the claim that these laws endanger the health of minors lacks empirical proof. Indeed, when this issue was subject to litigation as part a 2008 effort to place a parental involvement law on the ballot, opponents were unable to show a single documented case of a minor being harmed by a parental notification law. Given that these laws are in place in over 35 states and have been in effect in some states for as long as three decades, the lack of such proof is itself striking evidence that these laws do not harm minors. To make matters worse, California now allows abortions to be performed by non-physicians. A13-year-old girl seeking an abortion might not even see a doctor but will instead receive her abortion from a nurse practitioner or midwife. Further, regulations specific to abortion clinics, such as those requiring pre-abortion counseling and post-abortion staffing, as well as building code regulations, have been repealed by the legislature. Abortion is a medical procedure with inherent dangers under the best of circumstances. In California, that risk has been heightened by the removal of common-sense regulations and health standards. Not only could your child obtain an abortion without you ever knowing anything about it—there is a very real risk that the abortion will take place in an unregulated, unsafe environment, and will be performed by a midwife with minimal training.
In light of these heightened risks, ACA 5 is a common sense proposal that understandably enjoys large public support. There will be a hearing on ACA 5 in the Assembly Health Committee on Tuesday, January 14, 2014. To read the bill, click here.

Yes these are all sad facts. I feel for our young girls today, they are introduced to situations that can make them victims. These are terrible times to raise children especially in California. I just don’t get how bad we have become in California that there are people in power, who pass laws that undermine our values. I just don’t get it. It is disturbing. How bad have we become that we allow it, how complacent. It could be due to this society becoming more and more socialist.
I consider our children to be a blessing. A gift from our Lord. To have these kind of laws in place, that undermine my loving parental rights, is something hard to swallow. We raise our children to be pro-life, we nurture them and pray that our Lord will shower them with His graces. You always have “advice” given to you “well set healthy boundaries, love them, teach them the faith, pray the rosary, etc”….yes we apply that and more. But I also believe strongly now, that we need to prepare our children better and not shelter them to the point where they are not able to reason and learn how to resist those influences that try to push their secular views on them.
We are never prepared but we must not be in denial that the problem does exit. We may not have the power to change these wicked laws but we have a moral obligation, due to the current issues that are affecting our safety, that we help faith based groups, in giving them support or volunteering our time to expose these organizations for what they really are, support organizations that promote chastity, support functions that help protect teens who were victims of forced abortions or programs that help prevent them, etc etc.

This is all a tragedy. Where did we go wrong? That we have crooked agenda driven people making laws that undermine our values.
This is a living nightmare for any parent.
This brings to mind some memories back when I was in high school. It was disturbing the first time I had discovered how parents so freely gave their daughters condoms and or birth control pill. I remember telling my mum about it and she would tell me bluntly “those are irresponsible parents who do not love their daughters” etc At first I didn’t know what the pill was not until a girl from our church youth group told me what it was for. I was shocked to find out that she was having sex with her boyfriend and that it was her mum who gave her the pill and pretty much told her, “just don’t tell me when you are having sex, I prefer you don’t do it but if you do, don’t get pregnant!”. Something like that.
It was hard for me to comprehend that a parent would give their child the pill or the condom, just in case. My mum never cheapened my purity or innocence, she actually always reminded me how much more precious it would be to keep chaste. She shared the importance of respecting my body and self worth. My parents where not very conservative but at least they held those higher expectations on us. Praise God.
Its just a pity that the pressures today are so much hard for parents to deal with. That they have surrendered them to the government. The reality is there folks, this monster has grown so big a problem that those few of us, and yes few of us….are feeling how tough it is for us to watch our children, having to learn at a very very young age, make it out in the wilderness. I think that parents that shelter their children too much, will see their children struggle even more. I think that these tough times may produce more saints, parents and youth who persevere with fortitude.
We can’t be preaching at them, we must jump in and encourage them to goodness instead by our support and unity. If we are divided on matters that the matter most, it will not help our children, it will only drive them into the arms of these secular ideals.

@Lin – Actually the CA Conference of Bishops actively and vociferously opposed the bill for non-physicians to be allowed to perform abortions. The Bishops also supported heavily the last attempt to require Parental Notification by asking that EVERY parish provide sign-ups after Masses for getting the bill on the ballot. OUR WAR IS NOT WITH OUR BISHOPS.
Additionally for all of you who are not aware, any child from age 12 -17 (a minor) can walk into any County / State agency who administers Medi-Cal and request to apply for Medi-Cal (without parental notification) so the child may obtain an abortion (without parental notification) and the abortion purveyors get their money for killing our children’s children from OUR STATE TAX DOLLARS.
Additionally, when ANYONE requests public assistance now it is mandated that they be given a brochure that encourages them to investigate the practice of “Family Planning” (State Dept. of Health and Human Services Publication 275) in which they are encouraged to utilize various forms of contraception, many of which are abortifacient, under the guise of “building a better family”. Sorry, Jan, but you are all wet on this. I know that the most effort placed against this bill and all other bills that fight the abortion plague were made by private citizens and not the Bishops. The bishops are primarily interested in the social issues – NOT abortion. Think about it.

Lin another bill the CA Conference of Catholic Bishops widely supported was a bill that would require CA State and County agencies to drop the infamous “MFG” requirement when the poor, who are on public assistance already, become pregnant. The Maximum Family Grant requirement, know as “MFG”, places a restriction on the family that, if they conceive and bear a child anytime within a ten month period or thereafter of coming onto cash aid, the”MFG” child will not be cash aided. The Bishops rightfully note that this pushes women to abort children who are conceived while they are receiving cash aid on the CalWORKS program. A local priest also pointed out that this is moving us closer to China’s one child family policy mentality.
Before any readers of this post make comments on people getting wealthy on public assistance by having more children (a commonly repeated fallacy) please know that a family of two receives a maximum cash grant of $490 per month, a family of three only $608 per month. Folks, this is not a way anyone gets rich.
Have the CA Bishops publically and actively and frequently supported “periodic continence” rather than everyone being on the public tax dole ?
Do they have their Priests teach responsible parenthood?
Do these Bishops educate high school juniors and seniors, Catholic college students, and have parenting programs for those of child bearing age in each Parish regarding Natural Family Planning ?
There is more than one way to solve problems rather than throwing money at them.

We should help the poor, but I bring this up because most Parishes and most Diocese do not adequately teach the Faith as stated in the “Catechism of the Catholic Church, Second Edition”.
The Bishops need to stop running to a government for everything as a solution to problems. – Jesus never did this.
US and CA Bishops are too involved in politics instead of teaching the Doctrine of the Faith in entirety.
The USA is over 17 TRILLION dollars in debt, and CA is over $419 BILLION dollars in debt. Many Local governments are MILLIONS of dollars in debt.
Without “COMMUTATIVE JUSTICE” no other form of justice is possible.

By the way, California is THE ONLY STATE IN THE NATION that has this Maximum Family Grant rule. And also by the way, for those who may not be aware, people can only be aided for a maximum of 48 months, 4 years, and then cash aid is discontinued for adults in the family.
Evil politicans (elected and appointed) do not care about the physical and mental health of young girls or young women.

The United States Conference of Catholic Bishops (USCCB) has voiced support for the “No Taxpayer Funding For Abortion Act,” which has been introduced in the House of Representatives by Rep. Chris Smith (R-NJ).
The bill “will write into permanent law a policy on which there has been strong popular and congressional agreement for over 35 years: the federal government should not use its funding power to support or promote abortion,” Richard Doerflinger, associate director of the USCCB Secretariat of Pro-Life Activities, said in congressional testimony.
“While Congress’s policy has been consistent for decades, its implementation in practice has been piecemeal, confusing and sometimes sadly inadequate,” he added. “Gaps or loopholes have been discovered in this patchwork of provisions over the years, highlighting the need for a permanent and consistent policy across the federal government. In 2010 Congress passed major health care reform legislation with at least four different policies on abortion funding, ranging from a ban on such funding in one section of the bill to a potential mandate for such funding in another.”

Maddie I agree – we most certainly need to help the poor. When you are without shelter, food and warm clothing its extremely helpful to have money if you have no family or friends that can assist you at such a time. Our churches apparently don’t have the resources to support everyone that needs monetary assistance else the government wouldn’t be doing it. Its out of control more now than ever. They do not protect young girls because they do not consider them valuable. Heck I wouldn’t be surprised if they themselves thinks so little of themselves too. They are the pimps of this world pushing cheap messages to our girls….I said “our” girls….it affects us all. They ARE our problem too, even if someone cheapened their self worth, even if hollywhore sold them out, they are still our responsibility.
They will have to answer to God for these attacks that mislead our youth, for their undermining of the values of good parents. They will answer for it. That day will come. But for now, we must do what we can to slow them down, if not stop this insanity. Yes insanity because it crazy to think that many are either blind to the fact that hell exists or that they are creating a place for themselves in hell if they do not convert and correct what they have caused.
