(The following letter was distributed at this weekend’s Masses. )
My brothers and sisters in Christ:
I am writing to the entire Catholic community of San Diego and Imperial Counties this week to speak about the unspeakable — the sexual abuse of minors by priests which was detailed in the report of the grand jury in Pennsylvania. The individual stories of abuse that robbed the souls and violated the bodies of so many innocent children and young people during the past seventy years are shattering. For me as a bishop there is an additional level of shame, because in many instances, this abuse was magnified by the leadership of the Church that placed fear of scandal and the culture of clericalism ahead of the protection of young people.
The Pennsylvania grand jury report demands action and also points the way toward reform in the life of our Church. That report reveals that the imposition of the zero tolerance policy in 2002 substantially worked. It ushered in a period in which sexual abuse of minors by priests fell dramatically through consistent reporting to civil authorities, the creation of lay boards to evaluate the truth of allegations, and the education of children about abuse.
The additional reforms that we must undertake at this moment must be based on the principles that produced positive change after 2002 — an unswerving focus on protecting minors and vulnerable adults and a binding voice for the laity in determining whether an allegation is true. Any genuine reform must forcefully integrate these principles in a framework of accountability that applies to bishops in their personal lives and administrative actions.
I have already begun a process of consultation with priestly and lay leadership in the diocese of San Diego focusing on the steps we need to take locally and nationally to accomplish genuine reform. During the month of October, I will hold eight town hall meetings throughout the diocese. These meetings will focus on seeking input from people in the pews on the pathway to such reform, listening to those who have been victimized by clerical sexual abuse either directly or in their families, and praying for God’s grace to be our only guide. I invite you to be part of this effort by your presence or your prayers.

I’m assuming that he’s already prepped himself for the Sipe letter, but the Cardinal Vigano letter may have caught him by surprise. Everyone needs to do their homework and then pack the halls. If you know of any witnesses, bring them!

I think what is most important is what he doesn’t say– that the bishops themselves are much to be blamed. Let’s hope that comes out clearly and forcefully in these town meetings.

Yep, McElroy is on a CYA mission. He was identified as one of Pope Francis’s favorites in the bombshell letter that just came out from the Papal Nuncio. He’s a hard leftist that worries more about putting in solar at each parish that about abuse. Don’t trust him.

Good for Bishop McElroy! I admire his willingness and courage in meeting with Catholics at the grassroots level. So many other Bishops and pastors are hiding in the Chancery or the rectory! Others on this site have already encouraged conservative Catholics to “pack” these meetings; hopefully, there will be a wide range of Catholics (conservative to liberal) speaking up at these meetings. God Bless Bishop McElroy and his efforts.

Town hall meetings accomplish nothing more than give riled up Catholics and others a chance to yell and scream and then it’s back to the agenda that has already been established. Nothing changes.

Everyone will forgive my cold cynicism about “town hall meetings”. The term itself betrays motive and goal in that they are vehicles for politicians to advance agendas. For pete’s sake, the guy that really popularized them was Bill Clinton. Are these guys that clueless? If they don’t feel they need to hide their true intentions, they could at least show do us the courtesy of just calling them something else, please. I can’t stand it any more.

At the risk of dating myself, I would like to mention that I grew up in the Archdiocese of Chicago during the Bernadin era. And I’ll tell you this much–if there’s one thing a heterodox prelate loves to do, it’s to get input from the people in the pews. We were constantly made to fill out surveys featuring questions such as, “On a scale of 1 to 10, how infuriated are you that the Church arrogantly refuses to ordain women?” The purpose of these consultations, in other words, was their virtue-signalling value; for Bernadin then to be able to say, “Look how egalitarian I am, for taking into consideration the opinions of ignorant peasants!” Only our “opinions,” of course, had been crafted for us quite carefully in advance.
