California has some of the nation’s strongest protections for abortion rights. But the recent decisions by two Catholic universities, Santa Clara and Loyola Marymount, to eliminate most abortion insurance coverage for their employees were cleared in advance by state agencies.
Now Gov. Jerry Brown‘s administration is taking another look.
The state Department of Managed Health Care is conducting “an in-depth analysis of the issues surrounding coverage for abortion services under California law,” said Marta Green, the department’s chief deputy director.
What the department is reconsidering, as first reported by California Lawyer magazine, is whether the universities are violating a 1975 state law that requires managed health plans to cover all “medically necessary” procedures.
Until the current controversy arose, insurers in California had treated all abortions sought by women in their health plans as medically necessary.
Insurance coverage for abortion is not mandated by the federal health care law or by the laws of many other states. But California guarantees abortion rights both by statute and by privacy protections in the state Constitution. The courts have also required Medi-Cal to pay for poor women’s abortions, overturning legislative attempts to cut off the funding.
Under the 1975 law, private insurance coverage for abortions had been routinely provided for decades in California, until the two universities disclosed their planned cutbacks last fall.
In nearly simultaneous announcements, Santa Clara University President Michael Engh and Loyola Marymount University‘s board of trustees told faculty and staff members that they would no longer be insured for “elective” abortions – those not needed to protect a woman’s health.
Santa Clara’s policy change is not scheduled to take effect for its employees until next year, which means it will be blocked if the Department of Managed Health Care decides all doctor-approved abortions are medically necessary. Loyola Marymount, which is in Los Angeles, put its plan into effect this year for its employees, with a partial accommodation that allowed them to pay extra for abortion coverage through a private administrator.
….A prominent faculty member who opposes the Santa Clara cutbacks said the university told employees it was relying on a decade-old antiabortion statement by the Jesuit Order of the United States, a pronouncement that has not been followed by any Jesuit colleges except Santa Clara and Loyola Marymount….

Why hasn’t Catholic in Name Only, California Governor Jerry Brown, been excommunicated? Weak hierarchy in the Catholic Church!
It will be interesting to see how this develops. Of course, the solution is easy: these universities can join the RETA Trust, which already covers the dioceses of California and other Catholic institutions. But I’m guessing they won’t since RETA doesn’t cover contraceptives.
The universities should drop all medical insurance for employees and let them go on the exchanges. That would suit the rabble rousing faculty agitating for abortion just right.
This situation is so horrible, hypocritical– and totally irresponsible! The Catholic Church does not care enough to discipline its members, and clergy! They play, play, play politics– and in the end– poor little children are constantly butchered, in their mother’s wombs, with NO MORAL CONSCIENCE!! The Church refuses to teach Christ’s Faith and Morals to the lay faithful, and refuses to form them in Christ, as good, practicing Catholics! Almost all Catholic schools and universities are completely corrupt, and diabolically rebellious to God! WORTHESS SCHOOLS!! Our Church is really a WORTHLESS, DIABOLICAL HYPOCRSY– and bad leaders will pay the price for their sins! Sexual sins are MORTAL SINS!! PERIOD!! And then, after committing MORTAL SIN– when a mother-to-be KILLS HER CHILD with the excuse, backed- up by law (and backed- up also, by many “Catholic” schools, like Notre Dame!) —- that ” a child is an inconvenience for herself and her lover”— such people are the lowest on Earth, inhuman, WORSE THAN ANIMALS!!! They have all lost their souls to the Devil!! God’s punishments will be “worse than hell,” for these Catholic HYPOCRITES, who pretend to be Christ’s followers!!
Many women (&men & parents) who buy into the abortion mentality suffer the sequel of abortion; they are not animals, but human beings that have lost (or never found their way to) the Truth through the RCC. There is always at least 2 victims in abortion; the child lost and the mother who losses her soul [add to that the souls of those who encourage abortion, give a ride to the clinic, and the providers!]. There is a way back and many have found it in Rachel’s Vineyard ministries. Our God is merciful and the sacrament of confession is such a blessing for those who recognize their sins and repent. Some of these women (and men) become our most staunch defenders of life once they seek and find forgiveness. Many that don’t will seek to destroy themselves through drugs, alcohol, promiscuity and more abortions. We must pray for them all; only Our Lord understands what brought some people to what they have done and only He can judge and forgive. Support pro-life causes and support Rachel’s Vineyard for the healing that is needed. Only when all people recognize abortion for the abomination that it is, will we have protection and respect for the most innocent unborn.
This is what happens when:
1) the appropriate Diocese Bishop refuses to teach, correct, and if necessary to discipline heretical and schismatic Catholics
by enforcing Canon 915 and 1399 as necessary.
” Can. 915 Those who have been excommunicated or interdicted after the imposition or declaration of the penalty and others obstinately persevering in manifest grave sin are not to be admitted to holy communion.”

“Can. 1399 In addition to the cases established here or in other laws, the external violation of a divine or canonical law can be punished by a just penalty only when the special gravity of the violation demands punishment and there is an urgent need to prevent or repair scandals.”
2) when the MORTAL SINS of SACRILEGE against the Body and Blood of our Lord, and SCANDAL are ignored by Bishops, Priests and sinners.
This is also the fault of ALL Catholic VOTERS who elect politicians/candidates who support the INTRINSIC EVILS of:
ABORTION,
CONTRACEPTION,
EUTHANASIA,
HOMOSEXUAL MARRIAGE/sodomy,
CLONING,
and/or EMBRYONIC STEM CELL RESEARCH.
Elected politicians appoint Judges and top Administrators of like mind.
If those who call themselves RC, had voted accordingly over the last 50yrs and especially the last 8yrs, we would not be going down this path at a brake-neck speed!

A GOOD father or a GOOD bishop teaches, corrects and disciplines his children.
Jesus NEVER once told any of his 12 apostles to first seek happiness through “live and let live”. Jesus said. “But seek ye first the Kingdom of God and his justice and all these things shall be added unto you,” Luke 21:31 Jesus also NEVER instructed his apostles to first become fishers of political causes. Jesus asked his apostles to become fishers of men. Of course we know that even then one apostle betrayed Jesus’s loving invitations and instructions. And didn’t Jesus say that it would be better had Judas never been born.

We are truly praying for the awakening of our slumbering bishops who have not only become politicians, many have taken their eyes off of guarding their own flocks. They have also jeopardized the lives and souls of many who will suffer even more for entering into a pervasively pagan behaving culture due to sins of omission, compromises and spiritual neglect. Our shepherds are *politically distracted*. Even Mother Teresa did not want poor children to come to the United States to be adopted and then corrupted. Prudence is a gift of the Holy Ghost.

At some point, the issue will be starkly presented to courts: can the American political system force a church to abandon its core belief, argued to be protected by the First Amendment, by enacting legislation requiring a church/religion to do so? Now, this has already been answered, in part, in decisions which uphold, for example, the right of the iRS, in the name of “compelling public policy,” to revoke the tax exempt status for a church-university, i.e., Bob Jones University, which denied students the right to certain black-white relationships. See, e.g., Bob Jones University v. United States, 461 U.S. 574 (1983). However, abortion and homosexual sexual rights type issues would require both an affirmative act, and a revocatory act, by religion to accommodate these demands (e.g., requiring Catholic universities to provide health care for abortion selection, or to recognize homosexual marriage by its faculty). The Church simply cannot survive if a society makes it conform to supporting inherently evil practices. Catholics will soon need to become the warriors that Leo XIII said that we were by baptism and confirmation. It is now time to say, “No,” to such demands and to back this up by disobedience. In any event, it is good to see these schools look at their Catholic roots and take such action, even if late in the game. Everyone also needs to pray for poor Gov. Brown, a lost soul, who so much wants higher office and adulation. He may get something far less pleasant, in the end.
