California Governor Gavin Newsom signed a pair of bills Sept. 22 that relate to privacy surrounding abortion, and a policy expert commented to CNA that the laws highlight the importance of parent-child communication regarding difficult topics such as abortion.
Kathleen Domingo, Executive Director of the California Catholic Conference, told CNA that the new laws, while “absurd” and harmful, are just the latest in a pattern of performative pro-abortion actions taken by California lawmakers over a period of decades.
“The reality is that this isn’t really anything new, and I think this is important for people to know…this has been the agenda of California for decades,” she said.
AB 1184 allows insured individuals, including minors, to keep “sensitive services” confidential from the insurance policyholder, generally their parents.
Domingo said laws of this kind reinforce the importance of parents and guardians talking to and building trust with their children, and encouraging them to seek their parents’ advice in difficult situations.
“It really comes down to having conversations in your own families, and making sure that your children understand what your values are, and understand that they can come and talk to you if they have situations that are difficult,” Domingo said.
Also signed Sept. 22 was AB 1356, which makes it illegal to film or photograph patients or employees within 100 feet of an abortion clinic “with the specific intent to intimidate a person from becoming or remaining a reproductive health services patient, provider, or assistant.” Domingo said this law could affect pro-life campaigners and sidewalk counselors, who may merely want to film or photograph themselves and their work outside abortion clinics.
Domingo said while performative pro-abortion laws will likely continue to be passed in California, supporting pro-life alternatives is the best way to combat them.
“That truly is the work that is needed. We can’t necessarily combat these laws that keep compounding abortion in California, but we can do the grassroots efforts that we have been doing for almost 50 years in California of helping people one at a time and saving families one at a time.”

As I said, let’s start legalizing debt abortions. I can rack up all the debt I want and then say, oops, I don’t like living with the responsibility of my past behavior. I want it to go away. Living with a debt obligation is unfair and a threat to my health and well-being. So I choose to abort my debt to get rid of it. Presto.
And don’t you dare tell me I can’t abort my debt. That’s a personal choice I make in consultation with my financial advisor.
I have a constitutional right to be debt free, if I choose. Nobody should be able to force me to carry debt that I don’t want to carry.
You ought to be checking in with Donald Trump who, by last count, had six debt abortions, also known as bankruptcies. He is also well known to have stiffed his vendors regularly. And I am willing to bet he paid for actual abortions too.
Wow Trump lives in your head rent free. What does he have to do with anything? Envy him much do you?
Yes I envy Trump. He who grabs women at will and brags about it. He who attempts to steal elections by claiming against the even Republican Secretaries of State and Governors that he won elections he actually lost. He who undermines the press and puffs himself up whenever he can. He who has gone bankrupt – what Debt Abortion Advocate called Debt Abortions – multiple times.
Sure I envy him. NOT.
And it is not gossip to say that he has had multiple bankruptcies, that he has stiffed vendors, that he has paid women for their silence about his affairs with him. These are matters of public record, not of gossip.
Why don’t you levy the same criticism at Joe Biden or Hunter Biden or Kamala Harris or Gavin Newsome or Andrew Cuomo or scores of Democrats, all of whom are guilty of seedy behavior?
Vicious gossip, sinful of you, no excuse for it.
And I would still take him over Biden, Pelosi, the “Squad” the teachers union, the DNC, the USCCB and you any day of the week
Evil leaders are a punishment for sin, and there is obviously a lot of sin in California.
A baby is a big responsibility! Responsibility is what young people all need to learn– including young Gov. Gavin Newsom! Your responsibilities always come first in life. Grow up and forget being a “baby” with immature ideas of “freedom.” There is no such thing as “freedom!” Go take care of your responsibilities, like a real Grown-Up! If you are an out-of-wedlock, pregnant mother– it is your responsibility — first and foremost– to care for that baby! Go get good prenatal care, and sign up with an adoption agency, if you cannot care for the child after he or she is born. That is the responsible thing to do! Next, repent of your sins, and start to lead a chaste life– that is your next big responsibility, in the Grown-Up world!
I think we can all agree that words can carry additional meaning that is subtle but still present. “Pro-abortion” gives a definite impression that there is the push to have all citizens have them, or at the very least, use them as a first approach contraception method. The first thing is to not get pregnant, which means not having intercourse (as many readers here might want to be normative for all, to include some who believe that even married partners, if they’re not having children, should not have sex even if it’s an expression of love between the two). Repeating: if one wishes to eliminate abortion, and knowing that imposing a religious view that a fetus is a full human, then preventing the pregnancy requires birth control be accessible. Much as some may want the world to abide by a rule of religious law to remain chaste until marriage (and yes, that sometimes means, despite church desires, to hold off having children until a more opportune time, again requiring birth control that is more reliable than rhythm, given the variations in female development, cycles, etc), if one desires a world of no abortions, then one must control conception. One can scream to the heavens about being responsible (and for many of the readers here, the assumption is that because they are supposedly chaste, able to “control” themselves, that all others must be able to do the same.
Michael– you need to see a basic truth. It is really also a scientific truth– not just “religious.” You cannot possibly “control God,” and Mother Nature, created by God! That is simply ridiculous! God is the One Who creates all things– including babies! Mankind is very foolish, thinking he/she can “control God.” Young men and women need to learn good morals and good manners– and be respectful of God, and respectful of other human beings. When you get married, you must respect the life-giving “scientific truth” that the “marriage act” is meant to bring forth new life into the world.
My post of Oct. 1 at 1:49pm was edited. Anyway, a married couple must be open to the new life, the beautiful children whom they may soon conceive, after getting married. Their conjugal love is meant to create new life, and establish a loving family home, in which to raise God’s “little bundles of love and joy,” whom He may send! After Wedding Vows, it’s time to be Husband and Wife, Mother and Father, in a loving bond, with Christ at the center. Abp. Fulton J. Sheen wrote an excellent book for married couples called, “Three to Get Married.”
No a world without abortion does not require contraception. It requires love and generosity.
The choice is not between killing your baby and not allowing your baby to be conceived in the first place.
The choice is made when you have sex.
I don’t have to approve of killing babies because you think people can’t control themselves.
A fetus is a full human, that’s science, not religion. You are a pro abortion troll working at despoiling a Catholic site. Begone.
Ok but a fetus is a human embryo after about 8 weeks. It’s not a fetus before then.
It is a human person from conception.
Pro abortion means that you support abortion rights.
Often heard from a pregnant teen is how she can’t tell her parents because they’d kill her. That never happens! The state of CA wants us to believe it and is stepping in where they do not belong. Pregnant minors are not being killed by their parents, let’s start with that.
I’m sure it is rarely literally true that parents would kill their daughters if they found out they were pregnant. But we know from many documented studies that the majority of homeless youth are LGBT because their parents didn’t literally kill them but either cast them out directly from the home or made life unlivable for them. Somehow we need to create a society in which moms really do care. We’ have fewer teen suicides. Fewer teen homeless and fewer abortions.
Earlier in the week, the Archbishop hoped to get at least 1,000 Catholics signed up initially, for his “Rose and Rosary” campaign, for the conversion of Nancy Pelosi. Well, early Friday, it was reported that he had at least 8,000 more participants, from all over the world, to add to his 1,000+ participants, on his sign-up list. With even more signing up, all the time. Not sure, but I think the Archbishop said that a rose from each participant would be delivered to Nancy Pelosi– or did he just mean that symbolically? Was he actually planning on ordering up perhaps as many as 10,000+ roses, let’s say– and having them all actually delivered to her? I will ask, and find out.
