The Trump administration is preparing to announce on Friday a far-reaching change in how Title X family planning funds are awarded so that clinics that provide abortion services will no longer be eligible — a move that would effectively defund Planned Parenthood by millions of dollars.
Under the proposal to be filed by the Department of Health and Human Services, the $260 million program would require a “bright line” of physical and financial separation between Title X services and those which perform, support, or refer to abortion as a method of family planning.
These requirements are similar to those in place during the Reagan-era. However, unlike the Reagan regulation, the proposal will not prohibit counseling for clients about abortion, meaning that there’s no “gag rule” that critics of the changes had feared, according to an administration official.
The changes, the official said, reflect the view that taxpayer funds should not be used to fund abortion and that Title X funds are for family planning services, and abortion is not family planning. The updates are also designed to establish more transparency about the activities of grantees and their sub-grantees.
Conservatives are confident that the new rules will withstand a legal challenge, because similar Reagan-era requirements overcame a Supreme Court challenge.

End all abortion funding now! Since Roe versus Wade legalized abortion in America in 1973 close to SIXTY MILLION unborn baby children have been killed by abortion. America turn to a God of love and mercy before it is too late or face the judgement and wrath of Almighty God. Repent and covert! End abortion now! Adoption is the loving option. Pray America Pray. Pray Pray Pray!
Are there still any Catholics (this includes the USCCB) opposed to Trump??
Tirelessly implementing the America First program of governance. Amazing.
This will sound like a blasphemous question, but I wonder if Trump may be considered our first Catholic President? I know, I know, he is crude, arrogant, not given to the virtues of humility, charity etc. But compared to our first nominally Catholic president, Trump’s policies regarding life, and his excellent record in judicial appointments, make him appear closer to traditional Christian, and Catholic, ethical and moral considerations than most politicians who “self-identify” as Catholic.
“Vince Ryan”: raises a valid question. The notion of a Catholic politician living out his faith is, essentially, fiction. The perceived expediency of election and re-election is the idol to worship, not what is said at Mass, or reviewed in the Catechism. And, who started all this notion of the need to separate ones “religious” beliefs and what one does at work — a Catholic, a man named John F. Kennedy, as he ran for President.
You know, Satan is powerful, far beyond what we can handle with human intelligence. What seems fine and wonderful to us is usually a tool used by the devil to destroy our efforts to attain salvation. As Christ said, “for without me you can do nothing.” John 15:5. President Trump, now, lives his…
Let them lose ALL taxpayer funding!!!!!!
And the taxpayer money should go to true Women’s Clinics which are MANY in the United States , where they take care of women’s health issues. Abortion is not a health issue.
Amen! and the so-called birth control pill (no birth, no control) is a carcinogen. Let couples marry and then use Natural Family Planning if necessary. It is greener (does not pollute our waterways) and is not harmful to women or men’s bodies. The Couple to Couple League website is a good start.
